June - AFPC-API Hosts India's Leading Counter-Terrorism Experts
During June 17 through June 21, the Asia-Pacific Initiative hosted India's leading counter-terrorism experts, Mr. K.P.S. Gill and Dr. Ajai Sahni for a week of meetings with senior U.S. government officials and national security experts. Dr. Sahni is the co-Director of the Institute for Conflict Management in New Delhi. He is also the editor of the weekly Internet publication, The South Asia Intelligence Review, and co-editor of the quarterly journal, Faultlines, which focuses on existing and emerging conflicts on the Indian subcontinent, as well as analyzing the root causes and solutions for terrorism and low-intensity conflict. In addition to being co-Director of the Institute for Conflict Management and co-editor of Faultlines, K.P.S. Gill is the Indian government's foremost counter-terrorism practitioner. As a senior national police official, he planned and led successful anti-insurgency campaigns in northeastern India as well as in the region of Punjab.
At the time of his visit, Mr. Gill was working as Special Advisor to the governor of Gujarat, as assigned by the Indian Government, leading a campaign to end religious conflict between Muslims and Hindus in the violence-plagued province. In candid Washington meetings, Gill described the crisis-intervention and counter-insurgency techniques he has developed. Upon his return to India, Mr. Gill successfully mediated an end to the crisis in Gujaratt.
In Washington, the delegation's meetings included: General Wayne Downing, Director of the White House Office on Counter-Terrorism; Assistant Secretary Carl Ford, State Department Bureau of Intelligence and Research; Ambassador Frank Taylor, Director of the State Department Counter-Terrorism Bureau; Andrew Marshall, Director of the Defense Department Office of Net Assessment; Rep. James Saxton, Chairman of the U.S. House Counter-Terrorism Task Force; Ambassador James Lilley and Dr. Arthur Waldron, Co-Directors of the Asia Studies Program at the American Enterprise Institute; and Frank Gaffney, President of the Center for Security Policy.

August - API Hosts Dinner Forum on US-Philippines Security Partnership for the Philippines Minister of Defense
On August 13, 2002, in Washington D.C., the Asia-Pacific Initiative hosted a reception and dinner forum for the Philippines Minister of Defense, Angelo T. Reyes. The event presented a forum for Secretary Reyes to discuss U.S.-Philippines bilateral security and counter-terrorism operations, as well as the strengthening of military-to-military cooperation.
Among the senior American officials and policy experts who attended the event were Ray Dubois, Assistant Secretary of Defense; Robert Reilly, Director of the Voice of America; Carl Ford, Director of the State Department Bureau of Intelligence and Research; Herman Pirchner, President of the American Foreign Policy Council; Dr. Constantine Menges, Hudson Institute; Ross Munro, Institute of World Politics; Enders Wimbush, Booze, Allen, Hamilton, Inc; Bill Gertz, The Washington Times; and Richard Fisher, Jamestown Foundation.
